The Center for Community Health and Development Research (CCRD) is seeking a Consultant/Consulting Team to support the development and implementation of community-based HIV and Tuberculosis (TB) services with the following details:

Contract type: Part-time
Contract duration: January 1, 2025 – May 30, 2025
Reporting to: Project Management Unit (PMU)

I. INTRODUCTION

The project “Partnership to End TB and HIV/AIDS” is a collaborative initiative aimed at supporting two provinces—Dien Bien (Vietnam) and Champasak (Laos)—in addressing public health challenges caused by TB and HIV/AIDS, contributing to the achievement of national targets for TB and HIV/AIDS control.

The project will deliver high-quality, widely accessible integrated TB and HIV/AIDS services at the community level by strengthening the capacity of community service networks and enhancing coordination with the healthcare system to ensure continuity of care for people living with and those at high risk of TB and HIV/AIDS. It will also promote client-centered services and improve health information systems to enhance service quality and effectiveness.

The project emphasizes the integration of TB and HIV/AIDS services to optimize resources and improve the quality of care and treatment, particularly for high-risk populations in both Vietnam and Laos. Therefore, CCRD is seeking consultants to develop integrated service packages aligned with the technical standards of the Ministries of Health to ensure quality and continuity in prevention, treatment, care, and adherence support for patients and at-risk populations. These service packages must also be tailored to local needs and the capacity of community networks.

II. SCOPE OF WORK

Under the overall supervision and support of CCRD, the Consultant/Consulting Team will undertake the following tasks:

  • Conduct a desk review of existing community-based TB and HIV/AIDS service packages, including approaches to reaching target populations currently implemented in Vietnam and Laos.
  • Design two (02) integrated TB and HIV/AIDS service packages for community workers and healthcare facilities, in line with the technical standards of the Ministries of Health of Vietnam and Laos, ensuring relevance to country-specific needs and community network capacity.
  • Develop technical guidelines and service delivery protocols to enable community workers to effectively implement integrated TB and HIV/AIDS services.
  • Deliver training sessions on integrated TB and HIV/AIDS services, focusing on capacity building for community workers in Dien Bien.
  • Support community workers in implementing integrated TB and HIV/AIDS services at the community level.
  • Participate in technical meetings and workshops with DFAT, CCRD, and other stakeholders as required.

IV. REQUIREMENTS

  • At least 8–10 years of experience working in TB and HIV/AIDS programs or related fields.
  • Strong understanding of Ministry of Health technical standards related to TB and HIV/AIDS control.
  • Proven experience in developing or improving policies and/or designing healthcare service packages related to TB and HIV/AIDS.
  • Experience working in international or cross-country projects, particularly in Southeast Asia, is an advantage.
  • Strong training, coaching, and supervision skills for healthcare and community workers to enhance capacity and performance.
  • Fluency in both Vietnamese and English is required.
